Use the Agenda Comparison Grid Template found in the Learning Resources and complete the Part 1

It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember.

Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.

As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.

In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.

To Prepare:

  • Review the agenda priorities of the current/sitting U.S. president and at least one previous presidential administration.
Tip: You can locate presidential agenda information by searching Google for your health topic and the president. For example, mental health Obama presidential agenda.
  • Select an issue related to healthcare that was addressed by two U.S. presidential administrations (current and previous).
  • Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of their staff for inclusion on an agenda.
  • Use your Week 1 Discussion post to help with this assignment.

The Assignment: (1- to 2-page Comparison Grid, 1-Page Analysis, and 1-page narrative) with a title page. This is an APA paper. Use 2-3 course resources and at least 2 outside resources.

Agenda Comparison Grid: Part 1 and Part 2

Part 1: Agenda Comparison Grid

The Selected Population Health Concern Opioid epidemic.
Description of the Selected Population Health Concern In the United States, the prevalent misuse of opioids is a major public health concern considering that it accounts for cases of deaths linked to substance use and misuse. One’s dependence on fentanyl or other opioids increases their risk of drug overdose or the risk of sustaining serious injuries. When more people turn to opioids, this results to more pressure on the healthcare system because addiction is associated with the risk of transmission of hepatitis among other infections especially if one shares a needle with infected person (Blanco et al., 2020).

Similarly, impaired judgment linked to opioid misuse exposes individuals to the risk of contracting sexually transmitted infections. From a socioeconomic standpoint, the opioid crisis can have various implications, ranging from contributing to the spike in healthcare costs to rendering victims unproductive, causing poverty.

The President’s Name   Joe Biden Donald Trump
Explanation of the Approach used by the Respective Presidents In a bid to address the negative impact of the opioid epidemic, president Biden took a raft of measures including leading efforts focused on the implementation of the Affordable Care Act (ACA) which include a wide range of provisions including a provision that requires insurers to provide health cover treatments related to opioid use disorders.

Besides overseeing the implementation of the provisions of the ACA that touched on opioid problem, the president adopted other measures aimed at preventing the opioid problem. Part of these measures involved supporting the scope of operations of the monitoring programs for the prescription drugs (Wen & Sadeghi, 2020).

The administration further supported the prevention of opioid overdose by pushing for increasing the public access to naloxone.

Like his successor, president Trump pursued different approaches as part of the efforts of tackling the opioid epidemic. Trump’s support for anti-opioid epidemic reflects in the different pieces of legislation he assented to, and supported.

During his tenure, for instance, Trump allocated funds to support the implementation of the Comprehensive Addiction and Recovery Act which sought to support victims of opioid addiction, and prevent opioid addiction.

Part of the act included a provision that compels the government to fund the identification of alternative interventions for managing pain. Trump also went ahead to adopt stringent measures including cracking down on the use of banned substances.

How the Presidents Allocated Resources to help Address the Issue Biden administration’s commitment to tackling the U.S.’s opioid problem is seen in the measures his administration embraced. In 2021, he authorized the allocation of $4 billion through the American Rescue Plan Act.

In addition, the administration proposed adding more funds to the initiatives meant to tackle addiction to the prescription drugs. Furthermore, the president relaxed some policies that made it difficult for those who substance use problem to access treatment. For instance, the administration relaxed a policy that limited providers’ prescription of the buprenorphine.

Trump’s declaration of the opioid crisis as a public health emergency impacted how the states responded to the issue, with a growing number of states responding by increasing funds that go into preventing and treating opioid problem. Trump ‘s strategy of allocating resources to respond to the epidemic also involved empowering law enforcement officials to better respond to the drug problem.

The administration increased DEA agents at the U.S.-Mexico border to reduce the inflow of the opioids like fentanyl into the U.S. Indeed, the DEA agents’ interventions contributed to the disruption of the inflow of the illicit opioids.

Part 2: Agenda Comparison Grid Analysis

Using the information you recorded in Part 1: Agenda Comparison Grid, complete the following to document information about the population health/healthcare issue you selected

Administration
The Administrative Agency that is better suited to tackle the Identified Public Health Concern Including the Rationale When it comes to the addressing the opioid epidemic, the Center for Disease Control and Prevention (CDC) seems suited to address the issue. This agency is experienced in collecting data, and disseminating information pertaining to the research findings and prevalence. It leverages various tools including statistical tools to study the patterns of distribution of the opioid use problem (Hacker et al., 2022).

Leveraging on these initiatives, one is able to contribute towards addressing addiction. For instance, they can rely on the data that is available on the CDC’s website to explain the need for the public to support initiatives focused on preventing the opioid problem.

Getting the Issue on the President’s Agenda, and Ensuring that it Continues Staying on the Agendas Getting opioid epidemic problem to the president’s agenda involves various steps beginning with carrying out a comprehensive campaign with focus on highlighting the impact of the issue and why it needs an urgent solution. This campaign targets ordinary Americans, letting them understand the implications of the issue, and why addressing it is crucial.

Involving people with influence including politicians to publicly speak about the issue is the other campaign strategy that may help sensitize individuals about the concerns surrounding the epidemic. The other option is to frame the issue in a way that it is tied to major issues including adverse psychiatric health outcomes. This would compel those who have access to the presidency to highlight the issue as one of the issues that should be on the presidential agenda (Short, 2022).

The Name of the Champion to Choose to help address the Issue I would choose Robert Downer Jr. to highlight opioid epidemic as a public health concern. This celebrity is a former victim of opioid misuse problem, and has successfully managed to overcome opioid-related addiction.

Fact Sheet for the Opioid Epidemic

Summary of the Importance of the Healthcare Issue

The United States’ opioid crisis can be attributed to a wide range of factors including weak regulatory structures, which hamper the enforcement of the laws that govern the prescription and use of the opioids. Opioids represent the class of pharmacological products that help with pain management or reducing the severity of the pain. The misuse of opioids is associated with negative population health outcomes considering that it affects various aspects of users’ health including their mental health (Blanco et al., 2020). The behavioral issues linked to opioid-triggered mental health disorders like psychosis, can affect one’s social relationships especially in cultures in which individuals associate mental illness with taboo.

Including opioid pandemic on the presidential agenda is a matter of significant importance because if left unaddressed, this issue has a potential of altering users’ mental functioning, and affecting other aspects of their health. For instance, addiction to opioids poses the risk of seizures, which can adversely impact one’s life. Among opioid users, sharing of needles is a common habit which is associated with increased risk of contracting HBV among other infections. A significant amount of healthcare resources go into treating and managing the medical needs of people who develop opioid-based complications. This necessitates getting the issue on the presidential agenda.

The Nurse’s Role in Agenda Setting

The importance of the nurse’s role comes into play during agenda setting. In this case, the nurse uses the available data to build a case, explaining the reason why the issue needs urgent action. The nurse also creates awareness, informing the public the reason why it is important to address the issue. The nurse also explains to the legislators why the issue matters (Short, 2022).
